TRAVEL GUIDELINES

Those visiting Puerto Rico should reference the local measures in place to keep travelers and residents safe, developed by the Puerto Rico Tourism Company (PRTC), such as social distancing, and high standards of cleanliness in accordance with CDC and EPA guidelines. Masks are required in all indoor spaces, regardless of vaccination status. Those unvaccinated or between the ages of 2 and 11 must also wear masks in public areas when unable to social distance.

Please be aware of new measures for presenting vaccinations and negative tests:

  • LodgingVaccinations are required for both employees and guests of all hotels, paradores, guesthouses, and short-term rentals across the Island. Those not vaccinated must present a negative PCR or antigen test taken within 72 hours of the beginning of their visit. If staying longer than one week, they must continue to present negative tests on a weekly basis. Those not vaccinated due to medical or religious reasons must provide proper documentation confirming this and are still required to present negative tests on a weekly basis.
  • Eateries – Proof of vaccination is required for all patrons and employees of restaurants, food courts, bars, chinchorros, or any indoor location where food and beverages are prepared and served. Those not vaccinated will be required to provide a negative PCR or antigen test upon entry. Children under the age of 11 are required to keep masks on at all times while in the establishment, except for when eating or drinking.

New measures starting Thursday, September 2nd:

  • All businesses will be closed from 12:00 am – 5:00 am except for emergencies. Pharmacies and gas stations are excluded. Restaurants will be able to operate delivery services during this time, and restaurants at hotels can remain open only for guests.
    • Alcohol sales/consumption will be prohibited during these hours. This includes social activities, such as weddings, anniversaries, birthdays, among others similar in public and private establishments.
  • Mask usage will be mandatory in all closed places, as well as open places where there is an agglomeration of 50 people or more.
  • Anchoring on beaches, keys, and islets less than 100 feet from the shore is prohibited, with the exception of the use of mooring buoys or moorings.

Important measures related to entering the destination:

  • Mask usage is a federal law on airplanes and in airports.
  • Those entering any of the Island’s three open airports, whether on commercial or private aircrafts, are required to fill out a Travel Declaration Form on the Puerto Rico Health Department’s online portal which produces a QR code to proceed. Both international/not vaccinated travelers must also upload a negative PCR molecular or antigen COVID-19 test result to the portal.
  •  Fully vaccinated travelers entering on domestic flights are permitted to upload their vaccination card instead of a negative test.
  •  Given federal mandates, the requirement will remain in place for travelers on international flights. All passengers will also be required to present their ID to ensure alignment with the information entered within the Travel Declaration Form.

Processes regarding the need for negative COVID-19 PCR or antigen tests upon entry:

  • For fully vaccinated travelers on domestic flights:
    • Required to upload official Vaccination Card, as proof of vaccination through the Travel Declaration Form portal. Travelers are required to upload their official vaccination card. A copy will not be accepted.

For non-vaccinated travelers arriving on domestic flights:

    • Required to provide evidence of either a PCR molecular or antigen COVID-19 test taken within 72 hours of arrival.
    • If the traveler arrives without a test, they must upload either a PCR molecular or antigen COVID-19 test taken on the Island, within 48 hours of arrival, or they will receive a $300 fine.
    • If the uploaded result is negative, the quarantine is lifted. If the result is positive, the person must isolate and follow the local isolation protocol at his/her own expense.

For international travelers, regardless of vaccination status:

    • Required to provide evidence of either a PCR molecular or antigen COVID-19 test taken within 72 hours of arrival.
    • If the traveler arrives without a test, they will be required to upload either a PCR molecular or antigen COVID-19 test taken on the Island, within 48 hours of arrival, or they will receive a $300 fine.
    • If the uploaded result is negative, the quarantine is lifted. If the result is positive, the person must isolate and follow the local isolation protocol at his/her own expense.

Processes for symptomatic travelers (those displaying COVID-19 related symptoms):

  • If a symptomatic traveler (a person who is displaying COVID-19 related symptoms) who is not vaccinated or is traveling internationally arrives on the Island, the Puerto Rico National Guard will conduct a PCR molecular COVID-19 test at the airport and it will be mandatory for the traveler to quarantine and cover their own medical expenses/possible extended stay.
  • The quarantine is mandated until the traveler receives the negative test result and digitally uploads proof of a negative PCR molecular COVID-19 test result to the Puerto Rico Health Department’s online portal. A list of testing sites in Puerto Rico will be available at the airport and can also be found here. Those who test positive will not be able to travel until the Health Department releases them.
